93 stock headlights flicker

Like the title says, I have a 93 lude and the headlights sometimes will turn off while driving. I have had this problem for a long time. Sometimes it will turn off and then back on in a sec or 2, while sometimes it will stay off for like 20 secs. There was a rainy night that I was on the freeway they went off for like 20 sec (seemed like a minute) scared the **** outta me. @ mechanics couldnt figure it out. Anyone had this happen, I am guessing some relay is bad or something, but dont know where to look.
