92 Prelude Si idle bounces/stalls when hot outside

Vehicle:
1992 Honda Prelude Si
H23A1 2.3L Non-Vtec DOHC
179,000 Miles
Completely Stock

Problem:
When you come to a stop on a hot day the rpm will drop toward zero and sometimes stall the car. Other times the car will recover when the rpms drop to around 150-200rpms and shoot the idle back up to 600-700rpms. The car would sometimes have trouble starting on warm days but I have replaced the Main Relay and it doesn't have the starting problem any more. When driving the car is fine; the problem shows up when you are stationary.

During the winter time/cooler months I did not have this problem. The idle was rough but it didn't stall out when you came to a stop sign/traffic light. The idle also didn't bounce around in the cooler months. I believe this to be weather related but I could be wrong.

The car is showing Error code #12 Exhaust Gas Recirculation (EGR) valve lift sensor.

Some of the things that I have tried:

Replaced Main Relay - which helped the car start when the temperature was really warm.

Replaced EGR Valve - but still showing error code #12. I did some vacuum tests and have identified that the EGR Control Solenoid Valve is bad and out of specification.

Tested Ignition Coil - All reading were within specification
Tested Spark Plug wires- Wires were 10k and service limit was 25k

I find it hard to believe that the egr control solenoid would be the problem.
