55 watt HIDs in stock housing? Bad idea?

I tried searching but didn't find much...

...I am planning on ordering my HIds today and Im not sure whether to go with 35 or 55 watts..i dont live in the city but cops around here do love to write tickets. I have regular housing style headlights so are the 55 watts gonna blind the crap out of people even if I aim them down?

I want to have some light but I don't wanna be a nuisance or something.

Thanks for the help.
