did you recently replace it ? if not then you have to loosen the silver plastic cover that wraps around the rubber piece on the top of the motor on the outside, it has a weird pattern on it, when i changed mine they said if that lil piece is too tight, then antenna wont go down all the way and i had to loosen mine a bit, and that fixed it.

turn the radio off, and while the antenna is going down, RUN to the antenna and "help" it go all the way in there. turn off the car, then snip the remote wire to the antenna. then get XM
If you need to replace it, JDM antennas are usually very cheap on ebay. I bought mine for < $20 shipped and it works fine. Back when I replaced my mast on the old antenna, it still wouldn't go down all the way. I ended up pushing it down all the way, then I turned on the radio later and the antenna tube snapped off of the motor in the trunk.
