3K Hesitation (Help Please!!!!)

I have a 96 honda prelude with crazy hesitation right at 3000rpm and won't go any further. What I have:

F22 Block with a H23 head
Cold air intake
Full exhaust w/hallow catalic converter

I have replaced the fuel pump/ relay/ and filter, cleaned EGR valve and ICAV. I got a new dizzy with all new components, new secondary 02 sensor, sparkplugs and wires. I am running a stock ecu and injectors. I was driving the car with no problem and at about 60 MPH it just died. I am throwing a CEL P1361 which is TDC sensor but I have retimed the engine more than once. When I first start the engine it will rev past the red line but after that first pedal to the floor then it hesitates.

Tried something else

Ok just got the car back from a shop where they rechecked the timing. It was off a tooth or two. They got the timing right on. No change on the 3K hesitation however it is now running lean with the same TDC code. The guy told me that it was the knock sensor but when I replaced it that didn't help at all. Does anyone have any idea as to what would be throwing this CODE!!!

Try doing a valve adjustment since all the rest of that stuff didnt work.
