Allthough it might not seem like a big part, the first part was to find a way around the smog laws. My mom has agreed to let me use her address. Since she lives in the mountains here in CA, smog laws do not apply. Getting the cash will not be a problem, and I should have an H22 in pretty soon.
What do you mean since she live in the mountains the SMOG laws do not apply...the SMOG laws apply to everyone in california regardless of where in california you live.

Nope. I am not sure of the law, but my mom does not need to smog her cars. Trust me, my mom has lived there for 6 years, and has never had to smog her car. I will register and smog my car this year, and I am in the clear from then on.
Well, one note, i dont know what other people are doing, but MY jdm H22 is 100% smog legal. Who has actually Failed the visual? The engine has egr and all smog equip.
As long as you have a NEW cat and your car is properly tuned you can pass smog in california.
I dont know about this moutain theroy about not having to smog, but unless there is a Moutain Man DMV i dont know if that will work.

I am buying a Random Tech cat because my car doesnt pass smog right now. My mom lives in a "rural" area, and smog is not required. Like I said, my mom has lived there for over 6 years and has never renewed with smog. My sister and dad also have lived there for over 4 years, and they have never had to renew with smog. I found the smog law for my moms area. She lives in a change of ownership smog only area.
In a Change of Ownership Area you may obtain your inspection at any licensed Smog Check station. You will receive the same Two-Speed Idle test you have always received. Your vehicle will be tested for harmful levels of emissions of hydrocarbons and carbon monoxide. Your vehicle must only be tested when sold, or upon initial California registration
