I believe that H&R advertises that the springs are pre-settled from the factory. I've had my H&R's for about a month now, and the front has yet to settle, if at all. The rear has settled about 1/2 a finger. That brings me to this question: Why is it that it is now commonly accepted to measure wheel gap in finger thicknesses?

Just did a search, didnt come up with much. I remember reading on overboost.com, when they toured the H&R facility, they remarked that the springs were presettled. But most people say it still drops a little, and like I said before, my rear did indeed drop, barely. Have yet to find out, I guess. Anyways, to answer you questions directly:

1. Settle time always varies.
2. If and when they do settle, don't expect much.
3. Because the springs won't settle much, and you are on H&R sport, I don't think you'll have to worry much about excessive negative camber.

Mine took about a month. They dropped A LOT... I would say my drop is more like a 1.75 than a 1.4 like the sports say.

Im happy with it.

it takes a couple of weeks to settle....for the camber kit, you dont have to get one, but you can rotate your tires......

mine seemed like it took about a month or so.
when i first put them on i was very dissapointed in the drop but now it looks pretty good. i didnt buy a camber kit but i took my car to NTB and got them to adjust it because my tires were wearing VERY uneven. the rubber wore through on the inside of my front driver side tire. i wouldnt recommend driving it around for while thinking you dont need to get your camber adjusted.

most people say that spring should settle anywhere from 2-3 weeks

I have mine on for about 1 year with KYB AGX shocks and they have not settled at all. Not even 1mm. But then again my car is a weekend toy so it doesn't see as much action as a daily driver.
