what about if its running fine on the highway and what not then when i come to a stop light as i let off it idles to the point where it almost stalls out, then rises back the the proper idle but then starts to misfire??? thats my problem.
Sometimes with a CEL the car is just generally sluggish and idle will dip. I would really look into that CEL tho, that would probably solve your problem
its a cylinder 2 and 4 misfire, and o2 sensor 2, which is on b/c there is not cat on the car. but then when it misses, theres this p1399 code that says manufacturer ignition control or misfire

it may or may not throw a code if they fail intermitently

I'd go ahead and do a compression test, at the very least it's good information about your engine. You can pick up a cheap compression set and the test is as easy as changing your spark plugs.

pop the valve cover off and check for valve clearance on all 4 cylinders. Sounds like you might have some tight valves. It may even be possible you might have some burnt valves. 1st generation CR-Vs are notorious for having tight exhaust valves, and when you don't catch them in time, they usually throw misfire codes and have burnt valves.
edit: I wonder if he solved his problem. I just realize he made this thread like 2 months ago.
