Steering Problem 5th Gen

Hi, I recently bought my second prelude 97 for dirt cheap. It does have a few things i need to repair but nothing major, or at least i think. im in the process of replacing the timing belt, water pump,ETC.

I noticed one thing when i turn the steering wheel, engine off power steering removed. I hear ticking almost like teeth on the gears are skipping. Its hard to tell where its coming from i can feel it while i grab the steering wheel and the colum. My question is should i replace the "steering rack"? or is it something else. Any help is appreciated i searched but found nothing with the same symptoms.

if you have a helper check to make sure the wheels are actually turning the whole time your turning the steering wheel lock to lock and they do without skipping, the sound is normal.

One thing you should consider if you have the power steering pump removed, is bypassing the steering rack.
