Cam gears change the rotation of the cam shafts which the valves hang from above the cylinders, allowing in air and allowing the exit of exhausts gases.

By getting cam gears, you can change the rotation of the cam shafts which is called retarding the timing. By doing so, you can change the amount of air and exhaust entering and leaving and also change the rate and timing in accordance to the spark produced by the spark plug.

They are somewhat difficult to use. Use them only if you know how to adjust the timing or else you will mess up the car as well as lose power.
