Radiator Fan Issues, yes i searched.

I have an issue thats killing me I am not sure what to look for now. I have a 97 Prelude base with 157,000 miles. Both fans will not turn on. I changed the thermostat, the fan switch, checked all the fuses and they all checked out.
Car will get past half on the temp gauge and fans wont turn on. Also if i turn the AC on the fans won't turn on either. If i jump the Fan Switch connector both fans kick on full power. So the fans work but they don't want to work on their own. Only thing i can think of now is that it could be the Engine coolant temperature(ECT). I don't know what to check for next. Any help would be greatly appreciated.
