well peak horsepower is at 7000rpm. now the tachometer on our preludes are off by a few hundred rpms (this has been confirmed), so what u wanna do is shift at 8000 rpm on the tachometer, which really means you're shifting at 7600rpm - by doing this, when u get into the next gear, you will already be in vtec range.
I haven't looked at my dyno sheet in a good long time but I think mine was over 7k like somewhere around 7200-7300 RPM's with a moderate loss til 7500-7600 RPM's. Of course different mods will affect this as well. I had CAI, header, and pulleys at that point.
you're making less power at 7500rpm than 7000rpm, but 7500rpm in 1st gear will accelerate you faster than 5000rpm in 2nd gear. unless a car has odd gearing or a bad torque curve, you will always accelerate faster at the upper rpm range of a lower gear.
and if your tach is like most, when it says "8100" the engine is at 7500 or so. if you get an aftermarket tach, v-afc, or datalogger, you can see the real values.
