So you bought this prelude used and it doesn't work correctly?
If so, sounds like the previous owner had the issue and is passing it along to you.
Dynoing the car is not recommended at this point because he hasn't fixed the issue.
Whoever told you it was your catalytic converter probably doesn't know too much about hondas. Yes you could have a clogged cat but that is rare and would affect all throughout the rev range.
Judging by your knowledge, I would probably suggest going to a real mechanic with a honda background and getting this fixed or just diagnosed. We can only give you suggestions here without looking at your car.
