Mods legal?

I heard from friends that any mods on cars are not legal. Examples would be I/E/H. Is this true? I always thought they weren't since nobody gets tickets for just these.

I am almost 100% sure they are but i believe in West Virginia someone had trobile w/ modding an exhaust

If you are from California.. most of the time.. if the stuff you have has CARB #'s then you'll be okay.. although cops can still give you tickets for CARB legal stuff... the judge won't be on your side either in court about it.. legal or not.
