Instrument Dash Piece Removal

I have a question about removing the piece right in front of the steering column. I took out the two screws and tryed to take it out but it was not coming out. I need to know how to take this out because I am in the process of painting my interior white and would like to paint the piece white. This link has a picture of what I want to take out.

It sometimes is stuck. It has 2 clips that it goes in on the bottom of it. You have to hod the bottom and push up while at the same time pulling outward. Dont use too mush force where you break it, but keep trying. Soon it will get loose and come out.
