H3 bulbs are plentiful. H3C bulbs which are factory JDM for the driving lights are harder to come by.

The housing on the fogs will definitely handle the 100watts, but it might cloud up the chrome plating. Chrome kinda has a tendency to get cloudy/foggy/discolored when exposed to too much heat. Nothing noticeable unless you look really close, but just something to think about.
But my suggestion would be to just save up for a 3000k HID kit. Bulbs with such high wattage like that (and small filaments like H3) don't last that long. You'll probably get a year out of them running them all the time.
