headlight bulb issue...

passenger front headlight bulb went out.. replaced it with a Sylvania H1 55Watt Halogent... light still will not come on...however when i hit highbeam.. it comes on bright and alive.
I double checked my connection, there is a bit of oil substence on the plug thats always been there.. the small inner little light inside the headlight housing has power, when in the normal driving light mode so the curicut is getting power... I checked fuses and the wires do not appear to be frayed... I am totally confused what is causing this light not to work in normal mode. I never touched the bulb with my hands and have confirmed multiple times that the bulb is intact inside its housing... and no wiggling, its secure.

Can anyone please help this is day 3 of having one headlight out.

Are you sure that light comes on when you have the high beams on? There are two lights in there...not sure if both come on at the same time though.

Have you tried switching bulbs with a known good one from the high beam or the other headlight?
