first of all welcome back! glad you are still in the Honda family. Yeah get that Prelude as a project, you can find one cheap and just build it. Get a motor from Japan, they are usually really low miles. Keep the Accord as DD.
ahh ok, so you are looking for a well kept Prelude with low miles. hmm, its getting harder to find that these days, but it's possible if you keep looking and being patient.
You're not going to find one in the condition you want and the Accord, well, you're about to lose a lot of money on it since mods on a car decrease it's value big time. Don't mod a car you aren't going to keep.

Yes, they are asking 17000 for it last time i checked, but it has almost no miles on it, and if your looking for something that is in good condition and you KNOW it...

For sitting so long- the car would require a full overhaul with a good chance of those seals and fuel lines needing to be replaced.
They keep dropping the price because nobody is going to buy a 10+ year old car for that much. Originally i think they were asking 21000
You are more likely going to find one with higher mileage and just put some money into freshening it up a little.
I have a 99 with 89,000kms on it and a blown motor due to to much boost....now I have a built engine going in to take more boost and will have much more fun this time around!!
