H23a Vtec swap Timing!!!

Info:
-H23a vtec into 1999 Prelude base 5 speed
-switched over oil pump and CPK sensors
-have No. 1 pistion to compression stroke TDC
-i have my distributor at the No. 1 cylinder mark. (it only goes in one way says the 5th gen. Prelude Service Manual to eliminate 180 out.)
-Using 5th gen. Prelude stock engine harness, tranny and ECU.

Problem:
the motor cranks and starts but it revs/idles around 1500-2000 rpm for about 3 seconds then jumps from 1500-2000 rpm after the 3 seconds...wtf

Any clues to what I'm missing....?
It being a H23a have anything to do about different firing oders???
I can provide pictures/info and even a video via youtube if that helps...

Are you using the distributor off the H23A or the H22A4?
