the coating is off the cylinder walls in a few places. can i sleeve this block? if not where can i find either a good block or a new or reman short block? any info greatly appericated

Yes, you can ship the block out to be re-sleeved. I believe Darton is one of the companies that does this, somewhere around $100 per cylinder.
