It's not that you're new but this is somewhat odd, and I can't speak for everyone when I say this but, why?

Whatever floats your boat. Search out igniters for exhausts.

Be prepared to get pulled over.

isn't it satisfactory enough to know for yourself that your car has been turbo'd? Every whoosh of the blowoff valve would give me an adrenaline rush. Having flames shoot out of my exhaust is just over the top sensationalism. First of all, it'd probably burn the paint on your bumpers. Second of all, anybody with a couple bucks and a little ingenuity can rig something up that will have a similar effect. I used to hang at the accord forums and for some reason this was a topic that was especially endearing to them. Try a search over there.

Those old V8s used to install a switched sparkplug (powered off batt) threaded into the end of the tailpipe. They were all homemade.

Spray gas in your exhaust and light a match.....
Just save yourself the time and light your whole damn car on fire. You must be rich to want to replace your rear bumper once a week...

WTF
