I did the same thing like him...he probably used powder coating red paint...
You don't need to primed it but I primed mine with 4 coats

I did not powdercoat this. I used VHT high temp wrinkle paint.
I had no problems baking it in the oven...except for the smell it left in the house for a few days...lol.
I did not prime...simply stripped the valve cover to bare metal and used the high temp paint.
I did not clear coat the valve cover.

i found a brand new one one in the honda box from japan for only $100 bucks right after i got my car... so i went that route... but it looks pretty close to mine.
i may paint my original one the electric blue color to have color options = P
