From what I understand, they make the exhaust run richer, and there is some device inside the tail pipe, much like a spark plug, that ignites the rich fumes. Anybody correct me if I am mistaken.
there is a kit you can get that routs off the fuel line and with the flip of a switch it briefly routes a tiny bit of fuel straight into the exhaust and then you mount a spark plug and it sparks that too...kinda a wiring hassle...but prolly looks coo

ya the kit they sell has a seperate coil that you mount under the car and drill a spark plug into your pipe, not sure how far back though or if it on the tip. its easy to do but not sure if i want flames burning my paint. i like the idea because it gives it that 50's style

Not all cars that shoot flames have a kit. Sometimes a turbo car will shoot flames if there is enough oxygen in the exhaust along with a little unburnt fuel. Straight fuel doesn't burn that well, but if you surround it with a ton of extra oxygen it will ignite very easily (the heat from the exhaust system will ignite it). The race cars on tv usually shoot flames because of extremely high heat and large amounts of air/fuel that enters the ehxaust stream on deceleration.
Combustion happens well into the exhaust pipe on Rotary engines. Larger exhausts and unrestricted piping make flame throwing very common place. Not quite F&F, but visible at night.
Yup, I can see flames from my friend's exhaust on his 2nd gen naturally aspirated RX-7 when I follow him around on the track. Doesn't happen on the street during normal driving though.

my car has been "popping and banging" (term used to describe the sound from my exhaust when I let off the gas abruptly)
and I could of swore that 2 times last night I saw the dark road behind me light up a bit

I seen it in action on ...of all things.. a MR2... the flames werent wimpy little poots... oh hell no.. we are talkin at least 1 foot long and about 3 inches thick.. could have been the wind.. it was on the highway...to the point it was melting the tail... I dont recommend it.. but yea it was neat to watch.. about 3 times.
Then it got old.

I don't think a Prelude can shoot flames if it has a catalytic converter. With a testpipe I think it's possible, when I had one I would hear the same popping and banging when I revved into VTEC and then let off the gas right before redline (without shifting). I don't think there were any flames but with enough overlap in the cams and a hot enough exhaust system it could happen.
I have a 92 honda prelude with a jdm h22a megan header and exhaust and i shoot flame occasionally , so its possible for ludes to shoot flames, i have it tuned on 91 octane and it runs rich.
