I wouldn't put that much faith into a mechanic. He has every reason to lie and very few reasons to tell the truth. Besides, constantly running that hot can fry a new thermostat like an egg.
If you're adding more than 1 cup (~240ml), chances are that you have a leak. Rent a pressure tester and see where it's spewing.
The air temperature around you isn't going to play much of a role. Mojave or Siberia, the system can handle it. Think about it. The air temperatures might reach 115°F (46°C) but the normal operating temperature for your car is ~210°F (100°C). Thats basically double the temperature of the outside air.
Here in Oklahillbillyoma, the temperature is 100°F+ pretty much every day from May 15 to Sept 15. My temp gauge never moves even 1 bar above dead center (since everything was corrected last year).
