Electrical question (ATTS related)

Hey everyone I'm currently working to get rid of an ATTS light so I can get it functioning again.

I pulled the codes and came up with :
43 - PGM-FI Communication line
55 - Linear Solenoid

I was unable to erase the codes and I attempted the procedure repeatedly and made sure I was doing it correctly. The lights keep blinking repeatedly.

I read that if the ATTS code cannot be erased that it indicates a problem with the control unit.

Question 1:
Does this mean that the first step in fixing this would be to get an ATTS control module first due to the fact that the codes cannot be cleared, or should I just try the electrical diagnostic troubleshooting outlined in the helms?

I decided to try some diagnostics on my own and granted I'm not an electrical master, but I can solder, wire things up cleanly, and have a pretty good understanding of general electric principles.

I did however get confused with the wording on pg 15-37(p39 in adobe) of chapter 15 which covers ATTS diagnostics.

I went through this diagnostic flowchart step by step. The last step in troubleshooting this code reads "Check for an open in the FI-RX circuit"
"Is there battery voltage?"

Question 2:

I measured 10.3V between the ECM 31p connector and ground.
when I read: "Is there battery voltage?", am I looking for any voltage, or am I looking for an amount of voltage that the battery would produce, i.e. 12+V?

The reason it is confusing me is because each other step is asking for a specific voltage or resistance. Any thoughts?
