are either of these legal?

Are either of these lights legal? they are just BULBS that are direct. there is no ballast etc. Since these are just bulbs will they create as bad of a glare and distract drivers as much as throwing on HID PNP in oem housings with no projector?

As long as your headlights are adjusted properly I don't see why it would be a problem. They are just regular bulbs with a coating on them to give off a different colour. One might argue that if the light is brighter/whiter that it will catch the eye but I don't think they are that bright so you should not have to worry. I purchased a set off eBay for my Civic before and they didn't last very long, they only lasted for a couple of months. I think they were Option Racing brand or something like that although I think they are maybe all made about the same.

I use Xtreme Vision brand, 8500k. They are DOT approved and last longer than the others I've tried.
