E-Brake question

I am currently out of country but a problem i had with me 99' Lude has been bugging me my whole deployment. My passenger rear brake was completly wore down only on that side, i replaced the pads and lubed the springs, the problem of a dragging right rear brake was still there. So i have been podering over this and my question is Does the E brake secure both rear wheels or just the right or left on a 99 Prelude? I did try to mess with my e brake tension before this arose! if this is not the issue what can be? thanks for the help

It secures both rears. Sounds like you have a seized caliper.
