Can this be true?!

This guy says that he's getting 264whp from a JRSC'd B18... the most I've seen out of a supercharged (JR) h22 is 234 (1Prelude2NV numbers thanks to Iranman's webpage)

I have heard of some people fabricating larger pullies but would that make up the 30hps?!!

He's running 9psi of boost on a higher compression TypeR motor...

The TypeR usually puts down more power to the wheels than an H22a Prelude to begin with. The numbers sound about right to me assuming some good tuning.
