where would be a good place to mount the ballasts? Ideas?

I used zip ties and mounted them on the underside of the bumper support underneath the headlights. There's plenty of holes in it, and with a little finagling you will be able to get even moderately wide zip ties though them.

So even though H3 HID bulbs are longer than OEM H3 bulbs your noting going to kit the reflector in front of the bulb, heres a reference of what im talking about:

look at the 2nd picture

JDM Prelude BB6 Type S Fog Light Kit 97-01 Honda Access

Reason i ask is because i had this issue with my low beam on my headlights

You put HIDs in standard headlights? Isn't that A: Dangerous because of melting the headlight? B: Full OF glare C: Illegal? And no. H3 HID's will not hit the diffuser on the v2 JDM replica Fogs.

I have the version 1 JDM replicas with 35w 6000K slim HID in them with no issues. I have run them for hours, as well as run them for about a year. Heres a video reference of mine.
