First off, what do you think a block heater is? If you had to guess, where (part of the car) would a block heater be installed? Do you think it is something that would be used in the southern (hot climate) States? If you traveled east to Alberta, you would notice that there are electrical outlets at most outdoor parking lots. What purpose do you think those outlets serve?

Dude, just buy the car.
