I have a 2000 prelude and recently i have been having black gunk, probably oil, coming from my exhaust and sticking to my bumper like little dots. It especially does it at high RPMs. Does anyone know what the problem is and how much it would take to fix it?

Hondata would be over kill imho. Unless he's going F/I or some other extreme setup I don't see the point.
If he's staying stock or close to it maybe buying a cheap VAFC and having some one tune it would be much cheaper and you won't have to worry about "the man" saying that your car isn't street legal (emissions test).

Hondata will get him about 2X the gains of VAFC. We're only talking about 10 - 20 whp depending on lots of factors, but he'd be better off with neptune, hondata, etc.
One thing to help your issue is maintenance. Make sure the ignition components are nice and new.
I'm not arguing on which is the better performing solution.
VAFCs can be found for less than $100 (I've seen them for $75). He wasn't asking which will give him better performance, he was asking is there was a solution for the build up on the bumper and I figured I give him the cheapest that'll work.
He also wont have to play the swap game when going for emissions testing.
Again, just my humble opinion.

Either way you still are going to spend $300 - $500 on proper dyno tuning.
The one you linked requires you to convert to OBD-1, which will require swapping back to the OEM OBD-2 come inspection time. Unless you live in a state that doesn't inspect.
You'll need to get some one to tune your car (not something you should attempt unless you know what you're doing). Tuning will cost more than the VAFC.
Solid's advice is good. I'd do that before doing anything else.
i brought my car in to a mechanic i know and he said that if i replace the o2 sensors it should solve the problem because my car is running rich. does this seem right?
yea mine is doing the exact same thing, it only does it when my performance exhaust is on and not with my stock muffler. I took it to honda and they said it is most likely a piston ring which means that the whole engine has to be pretty much rebuilt. They said there is no long term effects so they recommended to just save my money and wash my car more haha
I have that stuff all over my rear bumper all the time. My H22A burns a lot of oil though. I always have to throw some in. And when I hit vtec, its smokes. I say check your oil just in case.
