aem pulleys install question

Just wondering, how the lower mounting bolts and nut for the power steering pulley suppose to go in? ie.) You can use the original bolt with the washer, but you have to install it backwards and use the new nut that comes with the pulleys? I'm kinda confused cause the AEM pulleys come with a new bolts, 1 new nut, 1 small washer, and 1 big washer... but you don't have to use all of them right? Thanks!
