Well I took a look at what you were saying and I added an item (# 7) and checked out. It only charges for 1 quantity of the item + shipping+handling etc...
So its not going to charge you for a quantity of 4 for the item, it will only charge you for 1. My educated guess would be that they are assuming you will be replacing the entire front suspension and replacing all parts, which in turn would require their "Required" amount to be purchased. If your going to replace your suspension, might as well get the majority of the parts new just to be on the safe side. I could only imagine trying to salvage a part and it giving out or making your suspension wear out prematurely.

I havent replaced the suspension on either my ludes so dont assume im 100% correct. Just helping however i can. GL with the fix. Let us know how it goes.
