98 dash lights dim

Just picked up a 98 base. The lights are dim everywhere. They got bright for a second then back to dim a couple of times.
I "assume" it's a ground issue. Any ideas where to look?

My son's car wouldn't start one day. Turned out to be a fuse labeled, I think, ACG-S? It's a 10amp fuse. Looking at the fuse panel, bottom row about 3-4 fuses from the back of the car.
