97 Prelude Base Idle Surge

Hey guys. I know this topic has been covered a countless amount of times but I'm still stuck. I've been searching for a solution since I bought the car three weeks ago. I've been through every idle surge thread around and I'm still hitting a brick wall. The car has a JDM H22A motor. I bought the car when it had the idle surge.
I cleaned the IACV, and then replaced it. Cleaned the FITV, cleaned the throttle body, changed the map sensor, changed the TPS, changed all the plugs and wires, checked for vaccum leaks, flushed, filled and bled the radiator and still no luck.
When I remove the intake and block off one of the holes in TB (the top one) the surge stops. The surge happens after I rev the car a little. When the car is started, it starts ideling at 2k rpm then slowly drops to 1500 and then to 1100 before it jumps from 1100 to 1500. The car also bucks a little when i slow down to about 1800 rpm in both first and second gear. Any and all help would greatly be appreciated guys. Thank you!!!

Maybe try cleaning the egr valve and ports? Others have told me the egr solenoid (driver side of bay) went bad and after replacing it, their problems were fixed.
