i dont have a pic.. but i'll try my best to explain it...

on your rear fenderwell.. if you look (on the inside of the fender/bumper) where your rear bumper meets the rear fender.. you'll see a screw which bolts the bumper down. the hole where you put your screw in is basically a triangular shape tab.. which for me, rubbed against my tire. i had to unscrew the bumper take off a few clips, so i could use cut off this tab as close as possible to the screw hole, without compromising its structural integrity.

did that make sense? i hope so...

i just took off one screw.. and pulled off one tab.. you should have enough slack after that to use some industrial strength scissors to cut most of the plastic off. after that, you might wanna use a grinder or sand paper to smooth it out so you dont puncture anything.

nope, just jack that one side up, and you can easily reach it with some strong clippers. After you cut it, file it down.

You have a couple of choices. The simplest is to gently jack the car up. No special tools required other than a small file and a utility knife. You can also use a Dremel with a cutoff wheel. The object is to remove only the bump and nothing else. The total amount of material I took off was about 1/4" x 3/4". This tab can be felt and is located on the bumber cover. It leaves a mark on your tire that should give you a good clue as to where it is. It is NOT necessary to unbolt anything from the car to do this.
