im not really going to change alot mechanically with the car. i actually like the prelude stock in that sense. just changing the exterior look a tad with rims, rotors, calipers, lip kit, etc.

Big brake kits are not worth the money if you aren't going to use them to their fullest ability. If you race, sure, brake kits would add stopping power when you are going hot into corners. For the street, you can just paint your calipers and change your pads to slightly more aggresive ones. Save the money for other things that would make your car look better and perform better - rims, suspension, lip kit.

I do not need to explain anything to you.
My broken wings still strong enough to cross the ocean with.
My broken wings how far should I go drifting in the wind.

I couldn't agree more except for painting the calipers. I dislike seeing that just about as much as d/s rotors on an otherwise bone stock car. The Prelude is built for your driving style right out of the box, or so it seems. Stock Wagner rotors and some ceramic pads and you will be fine.
