Maybe you should reset the ECU and see what happens.

my friend did that, and he kept bogging out at about 6200rpm. It turns out it was because he tightened his throttle cable, and he tightened it too much. Did you do that? If so, try loosening it a little.

The first thing you should do is check your oil. The ECU wont let the VTEC switchover occur if the oil pressure isnt high enough. The second thing I would do is open your distributor and very carefully check the wires that connect to the Ignitor (IIRC there are 4 wires connecting to it). My friend had this same problem. The engine would miss severely as soon as the VTEC engaged. I swapped distributors with him and his car worked fine. I drove my car with his distributor and it was like the rev limit was lowered to 5500 RPM, as soon as the engine reached that speed, it cut out something awful. If youve ever heard the rev limiter on a rally car at launch, or someone hitting the rev limit hard, it sounded similar to that. The engine seemed to be down on power as well from idle to 5000 RPM. The wires can appear to be making a good contact, but its just loose enough to cause a problem with the engine running. He used pliers to close the connectors on the wires down a bit more, and put the distributor back in his car, and it was fine. (Which is good, a new ignitor is about $150.) The wire that was loose was the wire that sends a signal to the distributor (green), but check all of them to be sure. Good luck!

spark plugs, there you go. go get them all replaced and gap them properly.

also, check oil level just in case.

if the car is sputtering nad not engaging vtec, the plugs sound like the problem. since you say one is burned out, but why drive with a burned out plug.

That would be a million dollar question. Change the plugs, all of them.
