That's what the manual and the Honda mechanic said, but I just replaced mine yesterday (98 non-sh model), and did both sides in about an hour without removing anything except the upper control arms.
Put a jack under the lower ball jount area once you have the pivot bolts backed out, and you can move the suspension up or down a bit to get the spring in the right spot to wiggle the bolts out. The passanger side came out no problem, the drivers side took some more wiggling to get them back in, but still a lot easier than removing the whole strut assembly.
Since I didn't remove the strutt and I bought the OEM Honda control arms (for about 100 each from an online store), I didn't need an alignment when I was done.
What was quoted as a pretty expensive job by the Honda mechanic, ended up being only about $250 and an hour or so of my time.
