Questions about Oil pressure in the Head

I'm having issues hitting vtec in my motor(there is signal to the vtec solinoid and the solinoid clicks when attached to a 12 volt source). I checked the block and the oil pressure is fine there. I tried checking the oil at the front of the head where the Helms manual tells you to check. But, I don't have a meter accurate enough to read at such a low rate (7psi). So, I checked the oil pressure at the location below (stole pic from H-T) does anyone know what the pressure should be there? I'm only reading 35psi tops when I rev the motor to 3500.

Any help would be appreciated.

Not recently, but the motor is fully built and while I was breaking in the motor I never took to vtec. Now that the car is boosted and I took it to the Dyno to get it tuned and vtec will not activate.

I have my oil pressure sender plugged into that port in the picture and I read about 60psi at 3500RPM.

Is there a oil flow chart for the head some place? I know the oil pressure in the block is good. The oil pressure seems to drop from someplace from in between the block to the head or in the head it's self.
