one bad tire!

so i got new tires for my car 5months ago and at the time my shocks were bad but did not have the money to get new ones untill recently, during this time the bad shocks cause only one of my tires the right rear to start cupping, scalloping or a sawtooth pattern what ever you want to call it on the inside tread of just that tire, well the military has decided to station me in va and its a 12hr trip with mainly a 70mph speed limit but that one tire causes vibration above 65mph, my question being could i rotate that tire somewhere ealse to stop this? maybe change the rotation direction just to get me to va without the vibration? and yes i know i could just buy new tires or stay below 65 thats not what i am asking, thanks for any help.

short answer is NO.

I don't understand why ppl will be cheap when it comes to the safety of their life.

Just buy 2 new tires.

that was all i wanted a solution or a no, thank you for being concerned about my safety and the safety of others so please pay more taxes so i can have better body armour.
