obd1 to obd2 conversion help??

With the new NY state inspection law, any car that is 96+ has to go through a emission test for OBD2 which is connected to Albany. My question is if I have a 97 civic with a jdm h22a (obd1), how can i convert it to OBD2 to pass inspection. I try doing a search but most of them are about convertiong OBD2 to OBD1 but i want to do the opposite. Any help would be great. thanx
