not sure exactly how to deal with this

so I like many suffered from the infamous bumper sag. I had a free afternoon so i figured I would try to fix it. I took off the bumper cover, and went to take off the bumper support. To my dismay, the bottom 2 bolts on each side were in place, and the bolt inside the bumper support on each side was still inplace, but the upper half was welded on. The car was in a wreck by some dumbass kid who tried to fix it. He obviously did not know what he was doing. When i finally got the bumper support off after tons of grinding, I see that where the hole is for the bolt to thread into the wall of the car, the one that the bumper support connects to. Where that bolt is suppose to go, the is a rip on each side straight down, as if someone had used an air chisel or something like that. So now my only choice was to weld it back on, like the previous owner had done. I would like it to be right, so what can i do?

exactly...You may also need new bumper clips that attach to the fenders
