hi, not to be a grave digger but i have information on this motor if anyone in the future is interested.

its the jdm version of the h23a1 only i dont believe it came out of the preludes but it came out of the honda ascot inova instead (at least thats what i got mine out of)

it has somewhere between according to wikipedia it has about 165-170 crank horse power stock

you can run it perfectly with usdm ecu's and tranny's as long as its a h or f series or course...

this motor seems to be a little abnormal in power compared to the usdm h23a1, to make a long story short, i raced a vw gli mk4 with a stage 1 apr racing chip (200 whp) and i had header intake exhaust on a h23a1 and i got beat by about 2 and a half cars... a couple weeks later i did the swap with the h23a non-vtec with same bolt ons and i am either neck and neck or beat that same gli by about a car on a highway run depending on the shifting. so i definably think it has a little more juice in hp and torque.

thats all hope this helped someone

You are correct, this motor does come out of the honda ascot inova. The only real difference between the JDM version and USDM version is that the h23a (JDM) has a few more hp and it is open deck opposed to the h23a1 being closed deck.
