That block looks to me like i t has been sitting in stored for quite sometime. As for the sleeves, they look as if there was some sort of headgasket failure and mineralized water has been introduced to the sleeves and combuistion process. one of hte first thigns i woudl check would be to see if there is rust under the main caps. A sof rhte sleeves if you can run your fingernail over the spotting and feel with your nail the imression then you are sol. If the you cannot feel an indentation then those sleeves may be in order enough to just get a hone and a new set of rings. If the spotting feels obtrusive then it may just be scale buildup residue from exposure to the coolant fluid(ie not using the correct water in coolant mix). You can tell this by wiping a cloth with Descaler in it and if it wipes free then you know.
Question: is there any lateral movement of the pistons while in the cylinder bore It almost looks like there is too much contact with the far wall of the cylinder as there appears to be excessive wear on that one part, that is visible by vertical score marks in the sleeve.
Alos, that block has been sleeved, you can tell becuase those are definetly not oem sleeves. With that said, there may be more ooptions available to you as thenm you can bore out the aftermarket sleeve further than you can the oem ones to correct any of the issues the sleeves have.
