So you have 8%, 22%, 12%, and 7% leak on cylinders 1 through 4, respectively.

Where was the leak coming from? Did you listen to see if it was coming from the exhaust pipe, intake, or oil fill hole (some people use the dipstick tube too).

The car just seemed dead before any dyno time, just isnt making the power it should.

Most production engines will have somewhere between 5% to 10% leak. I haven't seen many that are as high as 10%, and I have seen a couple of street driven S2000s that were as low as 1% per cylinder. My track car (which has 300 miles on a fresh engine) puts out 1%, 2%, 2%, 4% leak. Hopefully the leak numbers will go down as the engine gets "broken in" some. Your numbers aren't great, and #2 is friggin horrible.

I can also say that I've never seen anything on a "good" motor worse than 5%, but I've got an S2k in the shop right now that is running well at about 20% leak- just down on power. It's turbo and was making 320WHP at 9psi 6 months ago, after a detonation issue (bad tune) it's only making 270WHP at 11psi.

20% is pretty bad and indicates a significant problem. I would be concerned with anything over 10%, though the car will probably run for a long time like that.

Don't forget to change the timing belt, water pump, plugs, all the seals, etc.

How long should the cylinder hold the psi to get the leakage calculations?

As long as you're supplying compressed air into the combustion chamber. It won't hold a steady pressure without air being supplied.
