How to deal with Online scam?

So I bought a rear lower tie bar for my prelude 01 from this guy: xtrememotor4race

I went to one of the local shop today to put it on and we both clearly see that the tie bar does not fit my prelude. I just sent an email to them but i want to know what else can I do if they won't refund it.

Item descriptions: Rear Lower Tie Strut Bar for Honda Prelude 92-01 ( Fit All Kind of Models )--------and it does not fit my prelude 01 ( it's not like my prelude is special and unique kind of prelude)

This is a ****ing scam!!!.

Their return policy is final!

What's wrong with the bar? Is it because it's not long enough? or is it cause the bolts don't fit? I'm just curious.
