How to align the Front and Rear Bumper?

This question is in regards to my 2001, 5th gen Prelude, however this is a general question that applies to any car.

The front and rear bumper on my Prelude hangs a little low, leaving a small gap between the fenders, headlights, grill and body. I know how to mount and unmount the front and rear bumpers, however I'm not sure how to make fine adjustments, to get everything fit and lined up tight.

I've already tried searching this forum, other Prelude forums, and the world-wide interwebs. I even have the full mechanic's manual for the Prelude, however everything I've read assumes that simply screwing the bumper in will make everything line up perfectly.

I would like a little more in-depth explanation on how to mount the front and rear bumper, and make the fine adjustments required so that everything lines up perfectly tight. Can anyone help me? Thanks!

^really? I thought there are a good amount of bumper sag discussions (especially with the 5th gen) due to clips being broken or stretched in the front.
