Honda emmissions agreement with federal clean air act

This is BLAZING HOT. Just got this in the mail from Honda.... I have a 96 Accord, but this deal could apply to other models as well.... Apparently, Honda's on board diag system has a technical problem and they have an agreement with the federal clean air act to hook us up. Here is the deal summary:

1. 50k-75k miles you get a free emissions inspection and any repairs or replacements are done FOR FREE.

2. 75k - 150k miles you get another free emissions inspection, etc. BUT YOU ALSO GET NEW SPARK PLUGS, IGNITION WIRES, DISTRIBUTOR CAP AND ROTER, AND OIL CHANGE FOR FREE !!!!!! (uber-hot)

3. Emissions warranty has been extended to 14 years

4. IF YOU HAVE PAID FOR ANY OF THE ABOVE EMMISIONS PARTS/REPAIRS YOU CAN GET REIMBURSED!!!!

so does this mean that when i go to emissions next week and i fail cause my check engine light is on due to Restricted EGR flow, that it will get fixed for free?
