The Gen. 4 motor is the H22A1, the Gen. 5 motor is the H22A4.

Why would you want to put the H22A4 into a 4th Gen, they have OBDII.

Your better off with a 93-95 H22A1 with OBDI. Much easier to modify.

Well I think the 4th gen USDM vtecs are H22A1 and the 5th gens from the US are H22A5 or something like that.

When they are JDM they don't have numbers at the end..for example H22A, B16A....etc..If the engine code has a nubmer at the end than it's a US spec engine.

As for your question...I think you can if you get the base model engine. I don't see why but that's my opinion.

The 5Gen USDM engines are H22A4 engines.

You can swap them, no problem. You will need to swap computers and harnesses as well, unless you plan to do an OBD1 swap on the engine. You will especially need harnesses if your current engine is not VTEC. Also, if you plan to keep OBD2, you will need to make provisions for a secondary O2 sensor, and add a few emissions pieces (fuel tank relief valve, etc). Too much trouble in my opinion. If you're going to do an H22A4 swap into a 4Gen, you might as well do an OBD1 swap on it. It's a PITA as well, but not as much as adding all the OBD2 stuff.

I would only recommend a 5Gen base model engine. The SH uses ATTS, which means you would have to retro fit that into the car, along with the extra ATTS computer.
